Mohamad Jameel Al Ramahi
Chief Executive Officer, Masdar
As Chief Executive Officer (CEO), Mohamed Jameel Al Ramahi leads the strategic development of Abu Dhabi Future Energy Company (Masdar), today a leading global commercial enterprise in renewable energy and clean technologies.
A company veteran, he has played an instrumental role in the company’s emergence over the last decade, both as a catalyst for renewable energy in the Arab world and as an early adopter of advanced clean technologies at scale in key international markets.
Joining Masdar as Head of Internal Audit & Compliance in 2008, Mr Al Ramahi established the firm’s enterprise risk management function, before being appointed Director of Corporate Services & Financial Affairs in March 2011 and then Chief Financial Officer in December 2012.
Mr Al Ramahi served as Chief Operating Officer from 2013 to 2016, driving substantial bottom line growth and operational efficiencies across the organization.
In February 2016, Mr Al Ramahi succeeded Dr Ahmad Belhoul as CEO. His appointment coincided with Masdar’s 10th anniversary and further expansion of the firm’s commercial portfolio, including the ramping up of construction at the flagship sustainable urban community Masdar City in Abu Dhabi, and the award of a number of large-scale renewable energy projects.
Under Mr Al Ramahi’s leadership, a Masdar-led consortium was chosen to develop the 800-megawatt (MW) third phase of the Mohammed Bin Rashid Al Maktoum Solar Park in Dubai in partnership with Dubai Electricity and Water Authority (DEWA), after quoting a record-low price for solar power of 2.99 US cents per kilowatt-hour.
The photovoltaic (PV) project will be the largest solar power plant in terms of electricity output when completed in 2020.
Mr Al Ramahi is a member of the Masdar Investment Committee and serves on the board of a number of prominent corporations, joint ventures and special entities, including Shuaa Energy 2 PSC, the company developing the DEWA 800MW project, and the UAE-based district cooling firm Tabreed.
Before joining Masdar, Mr Al Ramahi ran the internal audit and risks management function of Abu Dhabi Gas industries Limited (GASCO). He holds a bachelor’s degree in business administration & finance from the University of Evansville in the United States.
Niall Hannigan, Chief Financial Officer
Mr. Hannigan brings to the CFO’s role more than 25 years of experience in accounting, auditing, financial management, risk management, business and financial strategy, financing, commercial negotiation and business development. He is a qualified chartered accountant and a fellow of the Institute Of Chartered Accountants in Ireland.
Having worked in Asia, Australia, Europe, the Middle East and North Africa and on the Indian subcontinent, Mr. Hannigan has strong international and multicultural experience, and he is comfortable working in diverse geographies and marketplaces.
He is a business-focused finance executive with a strategic mindset and a commercial outlook, having developed his skills across various sectors. Those sectors include real-estate development and services, investment in and development of renewable energy projects, asset management, and manufacturing sales and distribution.
Mr. Hannigan was the CFO for Zabeel Properties from 2008 to 2010 and was responsible for advising the board on the medium- to long-term development strategy, including asset positioning, funding, development phasing, optimal development mix (across asset classes and income streams), and asset disposition strategies. He also oversaw business development, risk management and commercial asset management activities, leading key commercial and financial negotiations on behalf of the company.
Mr. Hannigan was the regional CFO for Emaar Properties from 2005 to 2008. He oversaw the financial and risk management of the company’s international real-estate development operations throughout the Middle East and North Africa region.

Bader Saeed Al Lamki, Executive Director, Masdar Clean Energy
Bader oversees the effective Management of the Masdar Clean Energy business unit to achieve performance excellence in all areas of green field development, investment (M&A) and operations of renewable energy utility scale projects, Carbon Capture Utilization and Storage, Waste to Energy and Industrial Energy Efficiency solutions.
A UAE national, Bader brings over 18 years of outstanding experience in the Energy sector to Masdar through which he is decisively executing on a strong plan that is delivering results today - with nearly 1.5 gigawatts of clean energy already deployed or under development globally - while also positioning the clean energy business in Masdar for future growth.
Prior to joining Masdar, Bader led a multi discipline team tasked to develop and deliver a strategic initiative at ADMA-OPCO (an Abu Dhabi based offshore E&P Company) to increase the oil production of the company to nearly one million barrel. He also worked for the French oil major TOTAL, based in Paris as Development Planning Engineer, conducting prospect evaluation for the ultra-deep water (1,400 – 1,700 metre) oil reservoir (Block 32) in the Republic of Angola. He was also in charge for the de-bottlenecking of the NKOSSA field gas handling facilities in the Republic of Congo.
Bader was the Chairman of Shams 1 Company, a joint venture company between Masdar, TOTAL and Abengoa Solar operating the first CSP plant in the MENA region. He also sits on the board of:
- Torresol Company in Spain operating the 3 CSP plants
- Dudgeon offshore wind limited currently building a 402 MW offshore wind farm in the UK
As a member of the SPE Industry / University Advisory Committee from 2006 – 2008, Bader contributed to enhancing g the quality of University Faculty and advancement of R&D for MENA Region. He was also the Co-Chairman of the Vision programme for the Abu Dhabi International Petroleum Exhibition and Conference (ADIPEC) 2012, 2013 and 2014. He also chaired the selection committee of Zayed Future Energy Prize (ZFEP) for three years 2012 - 2014
Bader holds a Bachelor’s degree in Chemical Engineering, from the UAE University. He joined Masdar in February 2008.
Yousef Ahmed Baselaib, Executive Director, Sustainable Real Estate
Yousef Ahmed Baselaib is Executive Director of Masdar’s Sustainable Real Estate division and its flagship project Masdar City, a ‘greenprint’ for the sustainable development of our future cities.
He is responsible for driving the overall growth and direction of Masdar City’s initiatives, strategic partnerships, the development of research and innovation clusters within the City, and developing future opportunities in sustainable urban development in the MENA region and beyond.
Previously, Mr. Baselaib served as Senior Advisor to the CEO of Masdar, with responsibility for ensuring the company’s strategic alignment with Masdar’s mandate to support the diversification of the economy of Abu Dhabi and the UAE.
Prior to that role, he was seconded from Masdar to the UAE-Egypt Task Force (ETF), where he worked directly with the UAE Minister of State H.E. Dr. Sultan Ahmed Al Jaber to execute numerous developments and infrastructure projects designed to support Egypt’s social and economic stability.
With around two decades of operational experience, Mr. Baselaib has also specialised in supply chain management for both the construction and oil & gas sectors. Prior to joining Masdar in 2008, Yousef served as a senior manager for Dubai Properties, and as Head of Registration at Abu Dhabi Gas Industries Ltd, or GASCO. Mr. Baselaib graduated from the Higher Colleges of Technology in Dubai with a Bachelor’s Degree in Business Administration.
Ahmed Baghoum, Executive Director, Human Capital & Services
Ahmed Baghoum is Executive Director of Human Capital & Services. He has overall responsibility for talent acquisition and development at Masdar and optimising its UAE national workforce. He also leads the company’s corporate services activities.
Mr. Baghoum was previously Director of the City Zone at Masdar City, with a focus on improving the customer experience. He also oversaw the Special Economic Zone functions within Masdar City including registration, licensing and permitting.
Before joining Masdar City, Mr. Baghoum was Executive Director – Customer Operations for the Dubai Technology & Media Free Zone Authority, which includes Dubai Internet City, Dubai Media City and Dubai Knowledge Village. His role was to provide leadership to the client interface and support departments functioning under the Customer Operations Division, ensuring that they were industry leaders in production efficiency, quality, service and cost-effective management of resources. Thereby promoting revenue enhancement, profitability and growth in the organization.
He also led the re-engineering of the Government Service Operations Department, where he helped develop and implement new concepts within the online services and devised innovative value-added services by creating new partnerships and alliances with key government entities.
Mr. Baghoum holds an MBA from Texas Tech University. He also holds a Masters Certificate in Project Management and Management Concepts from Regis University in the United States.
His Excellency Dr. Sultan Al Jaber
H. E. Dr Sultan Al Jaber is a Minister of State in the UAE Cabinet and CEO of the Abu Dhabi National Oil Company (ADNOC Group).
As Minister of State Dr. Al Jaber is responsible for a number of economic, political, development and social files of the UAE, promoting the UAE’s strategic relations with a number of countries. Dr. Sultan oversaw the UAE’s development program in Egypt, where he applied a unique, hands on partnership model of project implementation. He also assisted in the launch of the China Joint Strategic Investment Fund and represents the UAE on the Board of Governors of the Asian Infrastructure Investment Bank (AIIB).
Before entering government, Dr Al Jaber developed a specialized expertise in energy and infrastructure, beginning his early career at ADNOC. He established Masdar, Abu Dhabi’s pioneering renewable energy initiative, and served seven years as its CEO, guiding its global contribution to clean technology and sustainable development. In February 2016, while retaining the chairmanship of Masdar, he returned to ADNOC as its CEO, where he leads its evolution to remain one of the world’s leading energy companies and a central pillar of the UAE’s economy.
Dr Al Jaber holds a number of additional executive positions, including Chairman of the National Media Council, Chairman of the Abu Dhabi Ports Company and Director-General of the Zayed Future Energy Prize. In 2009 he led Masdar’s efforts in the UAE’s successful bid to host the headquarters of the "International Renewable Energy Agency" (IRENA).
Dr Al Jaber holds a PhD in business and economics from the United Kingdom, as well as BSc in Chemical and Petroleum Engineering and MBA from the United States.
His Excellency Dr. Ahmad Belhoul
H.E. Dr. Ahmad was appointed Cabinet Member and Minister of State for Higher Education in February 2016, supervising the development of higher education and scientific research in the UAE.
H.E. Dr. Ahmad previously held the position of Chief Executive Officer at Masdar, where he was also a member of the executive committee at Masdar Institute of Science and Technology. Prior to that role, H.E. was formerly Vice President, Industry Unit of Mubadala Development Company, H.E. holds a PhD from Monash University in Melbourne, Australia; a Master's degree from the University of Melbourne; and a Bachelor’s degree in Telecommunications Engineering from Khalifa University.
Ahmed Saeed Al Calily
Ahmed serves as Chief Strategy & Risk Officer, overseeing functions that guide Mubadala’s future investment scope and that provide comprehensive risk management to the organization.
Carlos is Mubadala’s Chief Financial Officer with oversight of Mubadala’s commercial functions including Mergers & Acqusitions, Structured Finance & Capital Markets, Treasury, Financial Planning & Business Performance, and Reporting & Control.
Before joining Mubadala, Carlos worked with the UAE Offsets Programme Bureau where he led a wide range of initiatives including privatization, utilities and financial services.
Homaid Al Shimmari
Homaid is Deputy Group CEO and Chief Human Capital & Corporate Officer with oversight of Mubadala’s Human Capital, Emiratization, Business Services, Enterprise Technology Services, Government Affairs and Construction Management Services.
Before joining Mubadala, Homaid was a Lieutenant Colonel in the UAE Armed Forces, with involvement in military aviation, maintenance, procurement and logistics.
Khaled Abdulla Al Qubaisi
Khaled is the Chief Executive Officer, Aerospace, Renewables & Information Communications Technology (ICT) for Mubadala. He has oversight of the company’s Aerospace, Renewables, ICT, Utilities and Defense Services portfolio.
Before joining Mubadala, Khaled worked as Chief Investment Officer at International Capital and was the Head of Corporate Finance & Business Development at the National Bank of Abu Dhabi, where he focused on developing the bank’s investment banking capabilities.
Waleed Al Mokarrab Al Muhairi
Waleed serves as Mubadala’s Deputy Group CEO and Chief Executive Officer, Alternative Investments & Infrastructure. As Deputy Group CEO, he has oversight of special projects at the group level and ensures that the company’s four platforms are coordinating efficiently. In addition, he leads the healthcare, real estate & infrastructure, and capital investments portfolios.
